Multiple errors while installing a program

Hi there, 

I'm repeatedly getting an error while trying to install one program (particularly Lego Midstorms Nxt software v2.0f6). Error code is 1704, followed by this this text:

"An installation for NI VC2008MSMs x64 is currently suspended. You must undo the changes made by that installation to continue."

Then I'm being asked either to "undo those changes" or not. If I press "yes", I'm immediately getting the same error. If I press "no", the installation cancels "at my request". 

Executing ‘msiexec /unregister’ + ‘msiexec /regserver’ didn't help. I installed "Program Install and Uninstall Troubleshooter". It didn't detect my program, but it found NI VC2008MSMs x64. As a solution, the troubleshooter tried to delete it and managed to to that.

So now I get not only 1704, but also 2203 error: "The process can't get access to the file as its part is locked by other process" (this one is not the original text, it's my translation to English, but the meaning is exact). If I continue, I get 1704 again. If I don't, the installation is aborted. Additionally, now the installation stops not as if I cancelled it, but as if something really went wrong.

I also managed to find vc2008msms_x64 [and x86] .msi . Trying to install x64 leads to more global error: "This installation is prohibited by the policy set by the system administrator" (again, a translation). Trying to install x86 leads to 1704.

For now I can't think up any new solution. Please help!

    Ha-ha, if only i could install VM without getting error 1704 with NI VC2008MSMs x64 being suspended :D

    You're right, that is for XP, Vista and 7.

    But unfortunately, your method didn't work. Same errors.

    Is this program designed for Windows 10 or an earlier version of Windows? If so, which version?

    Have you tried reinstalling in compatibility mode?
