Account compromised and they changed email and password. How can I recover my account?

As the title says, My Xbox & Microsoft email has been compromised. They changed the password & the actual email address and everything without my knowledge. There were emails sent, however it went to my spam folder, so I didn't see them in time.

They've already charged my cards a few times and I recently canceled and changed them. I also a should have all documentation you guys would need just in case.

The overall question is, is there any possible way to regain my account from this hacker?

Let me know if there anything I can do to get my account back. I also called the mocrosoft number but it keeps hanging up on me because it thinks it's just a password reset.
